The stimulation of entrepreneurial will needs to form a strong cultural atmosphere of entrepreneurship and innovation in the whole society, respect innovation, advocate entrepreneurship, respect talents, protect the rights and interests of talents, and tolerate entrepreneurial failure. Encourage people to stress morality, value honesty, abide by the rule of law, and abide by contracts, so that innovation and entrepreneurship will become a common way of life, and the public will pay attention to entrepreneurship, think about entrepreneurship and be willing to practice entrepreneurship. It is necessary to increase publicity and recognition of typical entrepreneurship and give play to the role of demonstration. Moreover, the cultivation of entrepreneurial ability needs to start with education, change from exam-oriented education to quality education, strengthen employment guidance and entrepreneurship education for college graduates, implement the college students’ entrepreneurship leading plan, and support college graduates to start businesses in emerging industries. Governments at all levels should encourage and support the development of entrepreneurship counseling and training institutions, so that more willing entrepreneurs can improve their entrepreneurial ability and their chances of success.

　　The second is the factor of capital. Mass entrepreneurship, especially "grassroots entrepreneurship", is often based on self-owned funds or raising funds from relatives and friends, but the risk of entrepreneurship is relatively high. Once entrepreneurship fails, entrepreneurs and their families will fall into life difficulties. Therefore, whether the external financing channels of venture capital are smooth has become the key factor for the formation of mass entrepreneurship wave. First of all, the government can set up a "venture fund for mass entrepreneurship" to ensure the continuous chain of funds for the follow-up development of entrepreneurship, and to really help the horse, it is necessary to send a ride. This year, the state plans to allocate 40 billion yuan to guide the start-up of emerging industries. How to manage and improve the efficiency of the use of funds is worthy of our consideration. Second, carry out financial structure reform. The existing financial structure tends to be higher and heavier. It is suggested that a part of the financial structure should be dedicated to serving entrepreneurs. For example, more standardized small and medium-sized banks can be established to serve entrepreneurs. Large funds managed by the state should increase the proportion of investment in innovation and entrepreneurship. In addition, entrepreneurs should be encouraged and supported to adopt equity financing, so as to make social funds flow from virtual economy to real economy.

　　The third is the factor of entrepreneurial opportunities. The search and grasp of entrepreneurial opportunities depends on the ability of entrepreneurs to search and recognize entrepreneurial information and opportunities, and on the supply ability of government entrepreneurial opportunities. From the government’s point of view, there are at least four aspects to be done: First, increase the publicity and interpretation of the existing innovation and entrepreneurship policies, so that entrepreneurs can learn more about the cultivation and support that innovation and entrepreneurship can obtain, and enhance the chances and confidence of entrepreneurial success. Second, the key to opening up the channel of transformation of scientific and technological achievements is to speed up the reform of the use and disposal of scientific and technological achievements and revenue management, so that scientific and technological personnel are willing to innovate, start businesses and transform, encourage all kinds of innovations, directly use them for entrepreneurship, participate in entrepreneurship through cooperation, and promote entrepreneurship through transfer. Innovation will inevitably lead to mass entrepreneurship. Third, create a fair and orderly market environment, change more "preferential" policies into "inclusive" policies, break some industry monopolies, reduce market access, and cancel unnecessary industry restrictions. For the innovation of some new formats and business models, we should give legal protection, protect, standardize and supervise them, promote fair competition and maintain market order. Fourth, accelerate social innovation, guide and support the establishment of social enterprises, realize cross-border cooperation among the government, enterprises, non-profit organizations and the media, solve social problems such as youth education, old-age care, women’s employment difficulties, and safeguarding the human rights of the disabled, and provide more channels and opportunities for mass entrepreneurship.

　　The fourth is the policy system factor. Policy system is the condition and guarantee factor of mass entrepreneurship, so it is necessary to create conditions and environment for mass entrepreneurship, and clear the obstacles to entrepreneurship instead of setting obstacles. First, the government decentralizes profits to do "subtraction", promotes decentralization, simplifies administrative examination and approval procedures, and promotes the facilitation of investment and entrepreneurship. Second, formulate a classified and guided entrepreneurship policy system. At present, the concepts of innovation and entrepreneurship are usually blurred. In fact, even innovation is not the same as high-tech industry. Innovation also includes technological innovation, management innovation, model innovation, format innovation, market innovation, etc. At present, policy support or capital supply tend to be innovative and entrepreneurial in high-tech industries, while ignoring other industries and groups. Mass entrepreneurship is mostly "grass-roots" entrepreneurship, lacking high-tech support, and mostly related to traditional industries. However, these entrepreneurship may involve innovation in business format and mode, especially the application of "internet plus". Similar entrepreneurship has important contributions and significance for increasing employment and expanding domestic demand. Therefore, formulating a classified and guided entrepreneurship policy system can better stimulate the enthusiasm of mass entrepreneurship. Third, further promote the reform of financing system, taxation and circulation system, increase entrepreneurial opportunities in service industries, and provide convenient conditions for entrepreneurship in other industries. Improve the construction of legal environment, strengthen supervision after the event, punish illegal acts according to law, protect intellectual property rights, and establish a market environment of honest operation and fair competition. Further improve the policy system that is conducive to mass entrepreneurship, and implement and improve the cultivation and support policies that encourage mass entrepreneurship, such as tax reduction and exemption, small loan guarantee, capital subsidy, and venue arrangement.Form a new mechanism that the government supports entrepreneurship, the society supports entrepreneurship, and the public is willing to start a business and dares to start a business.

Graduates from abroad (including those who have not implemented their work units during the employment period) can register as fresh graduates. Graduates outside China (territory) in the same period refer to overseas students who have studied in teaching and research institutions outside China (territory), graduated with fresh graduates inside China (territory) in the same period, and completed the academic certification of the Study Abroad Service Center of the Ministry of Education before December 31, 2020;

8. If there is a requirement of CET-4 or CET-6 in the qualification conditions, you need to provide the corresponding certificate of conformity. Third, the recruitment method

(A) examination methods

The examination is conducted by combining written examination with interview (professional test and skill operation).

The written test is organized by the provincial open recruitment comprehensive management department (Organization Department of the Provincial Party Committee and Provincial Department of Human Resources and Social Security). The interview (professional test and skill operation) is organized by the recruitment competent department in principle. "Recruitment competent department" refers to the competent department of the institution participating in this recruitment. See the column of "Competent Department" in the recruitment position table for details.

(2) Unified written test

1. Written test subjects

The written test subjects of management posts, general professional and technical posts and ground-working skills posts are all named "Comprehensive Knowledge, Ability and Quality", but the test contents are different.

The written examination papers of accounting and auditing posts in the economic category are the same, and the statistics are the same as those of other economic posts;

"Other" professional and technical positions are the same as the written test papers of management positions.

For the category of each recruitment position, please refer to "Position Category" in the Unified Open Recruitment Position Table of Provincial Institutions in Jiangsu Province in 2020.

For the scope of the examination, please refer to the Outline of Written Examination for Public Subjects of Unified Open Recruiters of Provincial Institutions in Jiangsu Province in 2020. The exam does not specify a counseling book.

2. Time and place of written examination

Date of written test: Depending on the situation of prevention and control of new coronary pneumonia, it will be announced on Jiangsu Human Resources and Social Security Network (JSHRSS. jiangsu.gov.cn) 10 days in advance. Please pay attention to the successful applicants and print the admission ticket according to the time specified in the announcement. Those who fail to do so will bear their own responsibilities.

The examination time for management positions is 9: 00-11: 30;

The examination time for general professional and technical posts is 9: 00-11: 30;

The examination time for the post of logistics skills is 9: 00-10: 30.

Location of written test: There are test sites in all districts and cities in Jiangsu Province, and candidates can take the written test at any place when registering.

3. Applicants should take the admission ticket and ID card to the test center to take the written test according to the specified time. According to the current epidemic prevention and control requirements, candidates must apply for the "Su Kang code" 14 days in advance (they can apply for it after successful registration). On the day of the examination, the "Su Kang code" is a green code, and the body temperature measured on the spot is lower than 37.3℃, and there are no abnormal symptoms such as dry cough, so they can enter the test center to take the examination.

The written test is a closed test, and no papers can be handed in or withdrawn in advance during the test.

4. The written test results are published in the column of "Jiangsu Personnel Examination Service" of Jiangsu Human Resources and Social Security Network (jshrss.jiangsu.gov.cn) in the form of 100%, and candidates can query by ID number and admission ticket number.

(3) Interview (professional test, skill operation)

1. Determine the candidates for the interview. After the unified written examination, the Organization Department of the Provincial Party Committee and the Provincial Department of Human Resources and Social Security studied and determined the minimum qualified scores for various positions. According to the order of written test scores from high to low and the number of people to be employed in each recruitment position, the candidates for interview (professional test and skill operation) (hereinafter referred to as "interview") are determined within the range of 1: 3 for general positions and 1: 5 for positions recruiting doctoral students or associate senior and above titles. Applicants within the above-mentioned range, as well as other top-ranking personnel, please keep their contact information open within 7 working days after the results are announced, so that the competent recruitment department (unit) can notify the qualification review or replacement. Those who fail to contact will be deemed to have given up automatically.

2. Qualification review. The competent recruitment department (unit) is responsible for reviewing the qualifications of the candidates who participated in the interview before the interview. If there is a vacancy due to the failure of the review, the qualified candidates for the same position will be replenished from high score to low score. The list of people who have passed the qualification review will be published on websites such as the recruitment department. Those who fail to pass the qualification review will be disqualified from the interview. If you have any objection to the qualification review, you can state your defense to the competent recruitment department (unit) responsible for the qualification review within 3 working days after receiving the notice of the review result.

3. Interview. The interview is organized by the recruitment department (unit). Inform the candidates of the interview results on the spot. If there is no competitive position in the interview, the qualified score of the interview is 60% of the total interview score; For competitive positions, unless otherwise specified in the position table, the score of qualified interview is 50% of the total interview score. If the recruitment department (unit) has requirements for professional testing and skill operation, and the proportion of achievements is clearly defined in the post table, its qualified score line is consistent with the above requirements.

(D) the total score calculation method

The unified written test results organized by the comprehensive management department of open recruitment and the interview results organized by the competent recruitment department (unit) are all calculated at 50%. Use the percentage system to calculate the total score of candidates.

Fourth, registration arrangements

(1) Registration method and time

Registration is conducted online. Registration, photo uploading, qualification preliminary examination and payment confirmation are carried out simultaneously through the network. 2. Preliminary qualification examination: from 9: 00 on May 23rd to 16: 00 on May 28th;

3. Statement and defense: 9: 00-16: 00 from May 23rd to May 29th;

4. Handling of preliminary objections: 9: 00 on May 23rd to 18: 00 on May 29th;

5. Payment confirmation: from 9: 00 on May 23rd to 12: 00 on May 30th;

(2) Online confirmation

1. After submitting the registration information online for 24 hours, candidates can check whether they have passed the preliminary qualification examination of the competent recruitment department (unit) on the registration website. If you have any objection to the preliminary examination opinions, please state your defense to the competent recruitment department (unit) in charge of qualification examination in time, and the contact information can be obtained from the column of "policy consultation contact person, telephone number and fax number" of the corresponding position in the recruitment position table.

2. Candidates who have passed the preliminary examination must use a bank card with online payment function and pay the registration fee 100 yuan online. Applicants from urban families and rural absolutely poor families who enjoy the minimum living guarantee shall pay the fee first for confirmation. If there is no violation of the examination discipline, after taking the examination, they shall go to the personnel examination institution where the written examination is located for registration of fee reduction and exemption on the 2-3 working days after the end of the written examination with the certificate issued by the relevant unit, and the registration fee shall be refunded uniformly by the provincial personnel examination center.

3. Those who pass the preliminary examination and complete the payment confirmation are registered successfully.

4. Those who fail to confirm the registration qualification, upload photos and pay the registration fee online on time are deemed as invalid.

(3) Print the admission ticket

Applicants who have passed the preliminary qualification examination and payment confirmation must log on to the registration website to download and print the admission ticket within 3 days before the written test. (4) Matters needing attention in registration

1. Applicants must fill in the relevant information truthfully, accurately and completely according to the job requirements and online tips, and upload their recent bareheaded two-inch (35×45 mm) ID photo in jpg format, with the size below 20Kb.

2. The competent recruitment department (unit) conducts preliminary qualification examination according to the information provided by the candidates. If you have any objection to the conclusion of the preliminary qualification examination, please state your defense to the qualification examination unit before 16: 00 on May 29, 2020.

Anyone who practices fraud will be disqualified once verified. Unless otherwise stated in this announcement or otherwise stipulated by the state and province, the authenticity of the information shall be subject to the actual situation at the time of registration. Before the interview, the qualifications of those who enter the interview will be reviewed.

3. The ratio of written examination for recruitment positions is generally 1: 3. If there are special requirements in the position table, the requirements shall prevail. If the proportion of the examination is not reached, the recruitment position will be reduced or cancelled. 4. Each person can only choose one position to register. After passing the preliminary qualification examination, the registration information may not be changed. 5. Please don’t apply for the job under any of the following circumstances:

① Active servicemen or non-2020 graduates in colleges and universities;

V. Employment

The list of persons to be employed will be published on Jiangsu Human Resources and Social Security website for 7 working days. The publicity content includes the recruitment unit, job title, name of the person to be hired, education background, major, graduation institution, current work unit, scores of recruitment examination, total score, ranking, etc. After the list of persons to be employed is publicized, if the candidates give up their employment qualifications without justifiable reasons, the recruiting unit or the competent recruitment department may cancel their qualification to apply for the unit or department again within one year after the list is publicized.

For those who have no objection to publicity, the recruiting unit shall, according to the personnel management authority, file with the comprehensive personnel management department of the institution and go through the relevant formalities, and sign an employment contract with the proposed personnel according to the regulations to stipulate the probation period. After the probation period expires, those who pass the examination will be given posts and graded; Those who fail the examination will be disqualified and the employment contract will be terminated. If the personnel to be employed enter into an employment contract with the recruiting unit for more than 3 years (including probation period), they shall serve in the recruiting unit for a minimum of 3 years (including probation period) in addition to dissolving the employment contract according to laws and regulations.
